There isnt really a definite answer to this question. Every designer has a different process depending on their skill level.
Some are great at illustration and others not so much. Some costume designers hire illustrators to the drawings.

The fashion designers draw out the body form and then make copys for an easy trace, do they use basic templates, or do they know how to draw body forms quickly from memory?
